Traffic Stop Ends With Arrest for Intent to Deliver Marijuana

WARWICK, RI — Officer Ali Jaafar was driving south on Warwick Avenue when he stopped an unregistered, dark-windowed gray Ford sedan, arresting him for possession of marijuana with intent to distribute.

As the Ford passed, Jaafar checked the plates with dispatch, which had not data associated with them, which the officer reported usually means the car is unregistered. Jaafar turned on his lights and sired to signal the driver to pull over, but the man ignored him. 

The two cars drove for about a mile together, with Jaafar’s siren and emergency lights on and his spotlight focused onto both the driver’s rearview mirror and at his head, as the driver traveled at about 60 mph. Eventually, the driver pulled over near the Rte. 95 exit 10a. 

Jaafar identified the driver as Stacey Mitchell, 22, of 220 Logee St., Apt. 1st Woonsocket. Mitchell told Jaafar he hadn’t noticed the officer earlier, according to the report. 

Jaafar asked Mitchell for his license, but the driver said he didn’t have one. At this point dispatch informed Jaafar that Mitchell had an arrest warrant for carrying a pistol without a permit. 

Jaafar arrested Mitchell and searched his car, finding a child’s toy coin bank, with a plastic grocery bag stuffed inside. The officer withdrew the bag, finding 18 smaller plastic bags, each weighing about 1.5 grams, containing marijuana, a total of 22 grams.

Jaafar transported Mitchell to Warwick Police Headquarters, 99 Veterans Memorial Drive, where he was charged with operating with obtaining a license, and with possession of marijuana with intent to deliver.
