RI Trooper Log: DUI, Fugitives From Justice

WARWICK, RI — RI Trooper Log arrests from March 3 through March 19  involved DUI, disorderly conduct, and fugitive from justice charges.

Here are the details of those arrests:

Rte. 6 crash, DUI arrest At 12:30 a.m. March 16, troopers arrested William Spinner, 36, of 9 Tanner St., Apt. #2, Providence, Rhode Island for 1.) Driving Under the Influence of Intoxicating Liquor or Drugs BAC Unknown- 1st Offense 2.) Refusal to Submit to a Chemical Test-1st Offense 3.) Leaving the Scene of an Accident, Damage to Attending Vehicle 4.) Operating on a Revoked/Suspended/Cancelled License-2nd Offense.

The arrest was the result of an accident investigation on Route 6 West in the City of Providence. The subject was transported to the Lincoln Woods Barracks where he was processed, arraigned by a Justice of the Peace, and released to a responsible adult.

Illegal firearm possession, intimidating witness On March 17, members of the Violent Fugitive Task Force arrested Norman J. Landry, 39, of 96 Blackstone St., Central Falls, Rhode Island, on the following charges:

1.) Fugitive from Justice Warrant out the State of Massachusetts for Violation of Probation on an original charge of Possession of a Firearm and Ammunition Without a License;

2.) Failure to Appear/Pre-Arraignment Conference for the charge of Domestic Violence/Breaking and Entering out of the Barrington Police Department;

3.) Affidavit and Arrest Warrant drafted by the Barrington Police Department for Violation of a No Contact Order;

4.) Third Division District Court Bench Warrant for Failure to Appear for Status Conference as a Fugitive from Justice from the State of Massachusetts on an original charge of Possession of a Firearm and Ammunition Without a License;

5.) Sixth Division District Court Bench Warrant for a Probation Violation (46G) on an original charge of Intimidation of a Witness out of the Barrington Police Department;

6.) Providence Superior Court Bench Warrant for Failure to Appear for Pre-trial Conference on an original charge of Domestic Violence/Breaking and Entering;

7.) Providence Superior Court Bench Warrant for Failure to Appear for Pre-trial Conference on an original charge of Domestic Violence/Vandalism; and

8.) Providence Superior Court Bench Warrant for Failure to Appear for Technical Violation Hearing on an original charge of Domestic Violence/Vandalism.

Landry was processed at State Police Headquarters and turned over to the custody of the Adult Correctional Institutions Intake Service Center.

Disorderly conduct On March 17, 2020, members of the Major Crimes Unit arrested Brandon Hong, 25, having a last known address of 528 Beverage Hill Ave., Pawtucket, Rhode Island, with the following: 1) Disorderly Conduct.

Hong was issued a Misdemeanor Release to appear in Third Division District Court on April 28, 2020.

Fugitive from justice On March 19, members of the Major Crimes Unit charged inmate Marquis W. Moreino, 27, having a last known address of 236 Maple Ave., Newport, Rhode Island, as a Fugitive from Justice from the State of Massachusetts.

Moreino was arraigned in Third Division District Court, where he waived extradition proceedings, was held without bail and remanded to the Adult Correctional Institutions to await the Massachusetts authorities.

Fugitive from justice On March 19 members of the Major Crimes Unit charged inmate Preston Rush, 21, having a last known address of 23 Woodruff Way, Mattapan, Massachusetts, as a Fugitive from Justice from the State of Massachusetts.

Rush was arraigned in Third Division District Court, where he waived extradition proceedings, was held without bail and remanded to the Adult Correctional Institutions to await the Massachusetts authorities.
