RI Trooper Arrests: Labor Day DUI, Family Court Warrant

WARWICK, RI — RI State Police arrests last week included charges of DUI during the Labor Day weekend and a man arrested during a traffic stop on a family court warrant.

Troopers report 10 Labor Day DUI weekend arrests Colonel Ann C. Assumpico, Superintendent of the Rhode Island State Police and Director of the Department of Public Safety, announces that State Police arrested 33 people for driving under the influence of liquor and/or drugs over the past three weeks as part of the Driver Sober or Get Pulled Over campaign, including 10 people charged with DUI over Labor Day weekend.

Colonel Ann C. Assumpico, Superintendent of the Rhode Island State Police, announce there were no fatal crashes investigated by the Rhode Island State Police over Labor Day weekend, usually one of the deadliest holidays of the year.

The Rhode Island State Police started increased traffic enforcement to identify impaired drivers on Aug. 16 as part of the national Drive Sober or Get Pulled Over campaign, which ran through Labor Day weekend. In addition, Rhode Island State Police added additional patrols throughout the holiday weekend to increase enforcement of all traffic violations, especially distracted and dangerous driving.

Since Friday, Sept. 1 troopers issued 364 motor vehicle citations. These included 123 speeding violations; 52 seatbelt violations; 17 laned roadway violations; and numerous other traffic offenses.

They also arrested 10 people for driving under the influence of liquor and/or drugs during the holiday weekend, including two motorists who were allegedly driving at recorded speeds of 98 to 102 miles an hour on the highways; another who had two prior arrests for DUI; and two people arrested for impaired driving between 9 and 9:30 a.m. Saturday.

Those arrested that holiday weekend include:

Jeffrey Leonard, 46, of 142 Wood St., Warwick, was arrested for a third time for DUI around 12:55 a.m. Friday, Sept. 1 after troopers spotted him allegedly speeding, at a recorded speed of 84 miles an hour, on the Airport Connector in Warwick.

Leonard was charged with driving under the influence of liquor or drugs – third offense – BAC unknown and refusal to submit to a chemical test. He also was cited for speeding and for stopping on a travelled portion of open highway.

Alfred H. Green III, 38, of 45 Prospect St., Cranston, was arrested around 11:30 p.m. Friday, Sept. 1, after troopers received several calls for an accident on the onramp to Route 37 East in Warwick.

The car had gone down an embankment and crashed into a chain-link fence there. He was charged with driving under the influence of liquor or drugs, blood alcohol content unknown, and refusal to submit to a chemical test. He also was issued citations for failure to maintain control, laned roadway violations and due care by driver.

Jose Juan Villa Cortes, 29, of 28 Palm St., Pawtucket, was arrested around 9:30 p.m. Friday after troopers received several 911 calls for a vehicle being operated erratically on Interstate 95 North in Providence. Troopers stopped the car on I-95, near the intersection of Interstate 195, and charged Cortes with driving under the influence of liquor or drugs, blood alcohol content unknown, and refusal to submit to a chemical test. He also was cited for driving without/expired license, third offense. He also was given several other motor vehicle citations.

Domenik S. Torres, 27, of 11 Lily St., Providence, was arrested about 1:30 a.m. Saturday after troopers spotted him allegedly speeding with a recorded speed of 98 miles an hour on Rte. 6, near the merger with Interstate 95. He was charged with driving under the influence of liquor or drugs – second offense – BAC unknown; refusal to submit to a chemical test – second offense; and driving with a suspended/revoked/cancelled license. He also was cited for speeding, laned roadway violations and turn signal required.

Lewis P. Dennis, 45, of Quincy, MA, was arrested about 9:20 a.m. Saturday after troopers spotted him allegedly speeding at a recorded speed of 102 miles an hour on Interstate 295, near Exit 10, in Cumberland. He was charged with driving under the influence of liquor or drugs, BAC unknown, and refusal to submit to a chemical test. He also was cited for speeding and interval between vehicles – following too close.

Saihou Jassey, 27, of 43 Grape St., Providence, was arrested about 9:30 a.m. on Saturday on Union Avenue, just in from the exit from Route 10 in Providence, after police stopped him for a motor vehicle violation. He was charged with driving under the influence of liquor or drugs, blood alcohol content unknown, and refusal to submit to a chemical test – second offense. He also was charged with driving without/expired license, second offense. In addition, he was issued a citation for display of plates.

Mariano Perez, 33, of 440 Cahill St., Providence, was arrested about 2:40 a.m. Sunday after troopers stopped him for a motor vehicle violation on Route 6 East, near Dean Street. He was charged with driving under the influence of liquor or drugs, BAC unknown, and refusal to submit to a chemical test. He also was cited for laned roadway violation.

Andrew Buchanan, 31, of 215 Smith Hill Road, Burrillville, was arrested about 12:34 a.m. Monday after troopers received several calls for a wrong-way driver on Route 146. Minutes later, troopers spotted a vehicle matching that description on the side of the highway near the Branch Avenue overpass. The driver, identified as Buchanan, was charged with driving under the influence of liquor or drugs, BAC unknown, and refusal to submit to a chemical test. He was also issued a motor vehicle violation for stopping on travelled portion of open highway.

John G. Kane, 24, of 2 Art Ave., Cumberland, was arrested about 1:45 a.m. Monday after troopers stopped him for several motor vehicle violations on Interstate 95 near Exit 8 in Warwick. He was charged with driving under the influence of intoxicating liquor or drugs, BAC unknown, and refusal to submit to a chemical test, second offense. He also was issued several citations for obedience to traffic control devices; interval between vehicles – following too close; turn signal required; laned roadway violations; and clearance for overtaking.

Eugene Scallon, 57, of 4 Seminole Trail, West Greenwich, was arrested about 7:50 p.m. Monday after he called 911 to report his Jeep got stuck while he was driving on a dirt road near New London Turnpike and Bellhouse School Road in Exeter. Troopers charged him with driving under the influence of liquor or drugs with a blood alcohol count greater than .15 (Phase I – .153; Phase II – .166). He also was issued a citation for license to be carried/exhibited on demand.

Traffic stop in Warwick yields arrest on family court warrant On Tuesday, Sept. 5, at 8:43 p.m., troopers arrested Toni McKiernan, 25, of 20 Nautilus Drive, North Kingstown, Rhode Island, on an affidavit and arrest warrant out of the Coventry Police Department for violation of a Family Court protective order.

The arrest was the result of a motor vehicle stop on Route 95, in the City of Warwick. McKiernan was processed at the Wickford Barracks, and later turned over to Coventry Police Department.
