Troopers Charge Two Men with DUI, Children in Their Cars

SCITUATE, RI — RI State Police reported five arrests on DUI charges over the weekend, including a man on Rte. 95 in West Greenwich taking a girl to a daycare in Warwick and a Warwick man stopped in West Warwick.

“Our troopers continue to aggressively identify and arrest drivers operating under the influence of alcohol or drugs, as seen by these five arrests,” said RI State Police Capt. Matthew Moynihan. “But we’re especially concerned when motorists suspected of driving under the influence are doing so with young children in their car, recklessly endangering innocent young lives. That is absolutely unacceptable.”

Man stopped in West Greenwich arrested on DUI, oxycodone possession  On Friday, July 28, RI Troopers responded to Rte. 95 in West Greenwich after receiving numerous calls of a car operating erratically at about 10:25 p.m.

After stopping the car, troopers identified Roy Jann, 36, of 251 Garden St., Cranston, and charged him with driving under the influence of alcohol or drugs with a child in the vehicle; refusal to submit to a chemical test; and possession of a controlled substance, Oxycodone.

When troopers stopped the car, they found a 3-year-old girl in a child restraint in the back seat. Jann told the troopers he was taking his girlfriend’s daughter to daycare in Warwick at the time, but had gotten lost. Jann was arrested and arraigned in District Court later that day.

If convicted of DUI, he could face additional penalties because there was a child under the age of 13 in the car at the time.

The girl was turned over to her mother.

Troopers stop, arrest Pawtucket man in Warwick on DUI charge Troopers stopped a Warwick man for a traffic violation on Rte. 95 north in Warwick about 12:35 a.m. Saturday, arresting him on a DUI charge. 

Troopers charged John Pires, 38, of 58 Littlefield St., Pawtucket, with driving under the influence with a blood-alcohol content of .10 to .15 (Phase I .145; Phase II .141).

Troopers stop, arrest Warwick man on DUI charge Troopers arrested Arthur Boudreau, 37, of 32 Sykes St., Warwick at about 12:40 a.m. Sunday after troopers stopped him for a traffic violation on Nowicki Street in West Warwick.

Boudreau was charged with driving under the influence of alcohol or drugs; refusal to submit to a chemical test; and operating on a suspended license – third offense.

Troopers arrest Providence man on DUI charge after stopping car with children inside

Luis Villa, 32, of 477 Broad St., Providence, was arrested about 1:10 a.m.  Monday after troopers stopped his car for a traffic violation on Updike Street in Providence and charged him with driving under the influence of alcohol.

There were eight people in his five-passenger car at the time of his arrest, including five children, ages 2 to 16, and a pregnant woman. Several of the passengers were sitting on each other’s laps in the car; none were wearing seatbelts.

Villa was charged with driving under the influence of drugs or alcohol; refusal to submit to a chemical test; and obstruction of an officer in execution of his duties. If convicted of OUI, he could face additional penalties because there were children under the age of 13 in the car at the time.

He also was issued several traffic citations for seatbelt and child restraint violations; failure to use turn signals; and operating without evidence of registration or insurance. He was held overnight, pending arraignment in Sixth District Court today.

The case was also referred to the state Department for Children, Youth and Families.
