Trooper Log: Warwick Marijuana Caregiver Among Three Nabbed in Dealing Investigation

Hope Valley Barracks: Warwick marijuana caregiver among three arrested in dealing investigation after traffic stop

A local licensed marijuana provider and two NYC men were arrested July 26 -27 on charges of intent to deliver the substance after troopers discovered marijuana products during a traffic stop, following evidence to Coventry and then the Warwick man.

On Saturday, July 26, troopers assigned to the Hope Valley Barracks conducted a motor vehicle stop for a traffic violation on Route 95 south in Richmond. Troopers seized two 6-ounce jars of hash oil, THC wax and less than an ounce of marijuana, arresting both the operator and passenger on narcotics charges, according to the RI State Police.

The operator, identified as Robert Jaen, age 38, of 196 Locust Avenue, Staten Island, New York, was taken into custody and transported to the Hope Valley Barracks where he was processed and held overnight before being arraigned by a Justice of the Peace on the following charges:

• Possession with Intent to Deliver a Schedule I Controlled Substance (Hash Oil);
• Driving While in Possession of a Controlled Substance; and
• Controlled Substance Conspiracy.

The passenger, identified as Hal Dellatorre, age 35, of 62148th Street, Brooklyn, New York, was taken into custody and transported to the Hope Valley Barracks where he was processed and held overnight before being arraigned by a Justice of the Peace on the following charges:

• Possession with Intent to Deliver a Schedule I Controlled Substance (Hash Oil);
• Possession of a Schedule I-V (THC Wax); and
• Controlled Substance Conspiracy.

Dellatore was also issued a civil citation for Possession of Marijuana – 1 ounce or less.

On Sunday, July 27, troopers linked the men to 566 Knotty Oak Drive in Coventry, RI, where they observed evidence of narcotics activity at the residence and obtained a search warrant signed by the Honorable District Court Judge Stephen Isherwood, according to the RI State Police.

After obtaining a search warrant, troopers and members of the High Intensity Drug Trafficking Areas (HIDTA) Task Force conducted a search of the address and seized a total of 53 mature marijuana plants, nine 6-ounce jars of Hash Oil, and eight ounces of processed marijuana.

Richard Troy, 36, of 3900 Post Road, Apt. 1, Warwick, who rents the garage where the mature marijuana plants were located, arrived at 566 Knotty Oak Drive, while troopers were at the residence executing the warrant, according to RI State Police.

Troy identified himself as a licensed medical marijuana care giver which, under current Rhode Island General Law, permits him to care for no more than two patients, possess no more than 24 mature marijuana plants and no more than five ounces of processed marijuana. The marijuana grow that Troy claimed as his property contained a total of 53 mature marijuana plants, subsequently resulting in his arrest, according to RI State Police.

Troy was taken into custody and transported to the Hope Valley Barracks where he was processed and arraigned by a Justice of the Peace on possession with intent to deliver/cultivation of a Schedule I Controlled Substance (Marijuana).

As a result of the search at 566 Knotty Oak Drive, Hal Dellatorre, the owner of the residence, was also arraigned at the Hope Valley Barracks by a Justice of the Peace on the following charges:

• Possession with Intent to Deliver a Schedule I Controlled Substance (Hash Oil);
• Possession with Intent to Deliver a Schedule I Controlled Substance (Marijuana) 8 ounces; and
• Possession with Intent to Deliver/Cultivation of a Schedule I Controlled Substance (Marijuana).

After being arraigned at the Hope Valley Barracks by a Justice of the Peace, all three (3) subjects were held without bail at the Adult Correctional Institution Intake Center. On Monday, July 28, 2014, the three (3) subjects were formally arraigned in Third and Fourth District Courts where bail was set at $10,000 with surety.

Wickford Barracks: NYC man, woman arrested on 95N with 7 lbs. of pot 

On Wednesday, July 30, 2014, troopers made a traffic violation stop on Rte. 95 north in the Warwick, discovering and seizing more than seven pounds of marijuana. and arresting the driver and passenger on narcotics charges.

The driver, Amalfis Medina, 23, of 1280 Commonwealth Ave., Bronx, New York, was taken into custody and transported to the Wickford Barracks where she was processed and held overnight before being arraigned at Third District Court at Kent County Courthouse on the following charges:

• Manufacturing/Possession with Intent to Deliver Marijuana 1 – 5 Kilograms
• Possession of Marijuana With Intent to Deliver

The passenger, Francisco Pena, age 27, of 1280 Commonwealth Ave.,Bronx, New York, was taken into custody and transported to the Wickford Barracks where he was processed and held overnight before being arraigned at Third District Court at Kent County on the following charges:

• Manufacturing/Possession with Intent to Deliver Marijuana 1 – 5 Kilograms
• Possession of Marijuana With Intent to Deliver

Medina and Pena were arraigned before Judge William Clifton at Third Division District Court in Kent County on July 31, and Held without Bail pending a status review on Aug. 7, 2014.

Both defendants were remanded to the ACI and will appear in court Sept. 8 for a screening.

Lincoln Woods Barracks:  Warwick Woman arrested on warrant for failing to appear in court

At 12 p.m. Aug. 9, troopers arrested Kaylan D. Warhurst, 29, of 15 Ralph St, Warwick, RI, for a Third District Court bench warrant for failure to appear for arraignment on the original charge of driving with a suspended license, originating out of the West Warwick Police Department.

The arrest was the result of a traffic stop on Metro Center Boulevard in Warwick. Warhurst was transported to the Lincoln Woods Barracks where she was processed and later transported to Third District Court.

She is scheduled for arraignment on Aug. 13.
