State Police Arrest Warwick Sex Offender for Indecent Solicitation of Minor

Warwick, RI – A registered sex offender living in Warwick was arrested July 16 on charges of indecent solicitation of a minor and electronically sending indecent material to minors after RI State Police followed leads from a federal human trafficking investigation in New Jersey in April.

Justin Burgess, 21, 56 Gavel Ave., Warwick, was among eight RI men arrested by the RI State Police Computer Crimes Unit and Internet Crimes Against Children (ICAC) Task Force between July 16 and July 23.

Burgess is a registered sex offender for a previous charge of Indecent Solicitation of a Minor in February 2015, according to RI State Police. Burgess was arraigned at Third Division District Court before Judge Madeline Quirk and was held on $50,000 surety bail with special bail conditions that include a no contact order with the victim, no contact with minors, no Internet access, and no handheld devices with Internet capability.

Burgess’s arrest and the other arrests were made after the ICAC followed leads from a joint investigation with the FBI and Homeland Security Investigations (HSI) spurred by a tip State Police received from the National Center for Missing and Exploited Children (NCMEC) about the possible sexual assault of a 14-year-old girl.

The girl was later located in in New Jersey. Leads developed in the course of that investigation resulted in the arrests of Burgess and seven other RI men:

  • Hugo Ortiz, age 31,  519 Hunt Street, Apt. 2, Central Falls, Rhode Island

Ortiz was arraigned at Sixth Division District Court before Magistrate Joseph Ippolito and was held on $30,000 surety bail with special bail conditions that include a no contact order with the victim, no contact with minors, and no Internet access.

  • Edwin Urizar, age 31, 5 Joy Street, Second Floor, Johnston, Rhode Island

– Sex Trafficking of a Minor

            – Procurement of Sexual Conduct for a Fee

Urizar was arraigned at Third Division District Court before Judge Madeline Quirk and was held on $25,000 surety bail with special bail conditions that include a no contact order with the victim, no contact with minors, no Internet access, and no handheld devices with Internet capability.

  • Aaron Navarro, age 20, 1 Owen Avenue, Pawtucket, Rhode Island

– Indecent Solicitation of a Child

            – Electronically Disseminating Indecent Material to Minors

Navarro was arraigned at Sixth Division District Court before Magistrate Joseph Ippolito and was held on $5,000 surety bail with special bail conditions that include a no contact order with the victim, no contact with minors, and no Internet access.

  • Ryan Shea, age 25, 61 Columbus Avenue, North Providence, Rhode Island

– Electronically Disseminating Indecent Material to Minors

Shea was arraigned at Third Division District Court before Judge Madeline Quirk and was held on $10,000 surety bail with special bail conditions that include a no contact order with the victim, no contact with minors, no Internet access, and no handheld devices with Internet capability.

  • Brian P. Meyer Jr., age 19, 15 Monroe Avenue, Bristol, Rhode Island

– Indecent Solicitation of a Child

            – Electronically Disseminating Indecent Material to Minors

Meyer was arraigned at Third Division District Court before Judge Madeline Quirk and was held on $20,000 surety bail with special bail conditions that include a no contact order with the victim, no contact with minors, no Internet access, and no handheld devices with Internet capability.

State Police report more individuals may be charged as the investigation continues.
