

WARWICK, RI — RI Trooper Log arrests Feb. 11 – 22 concerning Warwick involved charges of felony assault, fentanyl and heroin possession with intent to deliver, B&E, and child abuse.
Here are the basics on those RI Trooper Log arrests:
Felony assault, assault of person over 60 On Friday, Feb. 16, 2024, at approximately 8:30 a.m., members of the Rhode Island Violent Fugitive Task Force arrested William T. Ruhle, 64, of 2020 Elmwood Ave., Warwick, Rhode Island, for an Affidavit and Arrest Warrant from the Cranston Police Department for the following: 1.) Felony Assault with a Dangerous Weapon; 2.) Assault on a Person over 60 Causing Bodily Injury; and 3.) Larceny from the Person.
The arrest was the result of an investigation by the Violent Fugitive Task Force. Ruhle was taken into custody without incident and turned over to the Cranston Police Department.
Heroin, Fentanyl possession On Friday, Feb. 15, at approximately 5:15 a.m., members of the HIDTA Task Force, Intelligence Unit, Auto Theft Unit, ACI Investigations Unit, Financial Crimes Unit and the DEA Providence District Office arrested Fredy Montilla, age 41, of 27 Forrest Street Apartment #B Warwick, Rhode Island for 1) Possession with Intent to Deliver of a Schedule I/II Controlled Substance – Heroin 2) ) Possession with Intent to Deliver of a Schedule I/II Controlled Substance – Fentanyl 3) Possession of Heroin 1oz-1kg and 4) Possession of Fentanyl 1oz-1kg.
The arrest was the result of a narcotics investigation conducted by members of the HIDTA Task Force. Mr. Montilla was transported to the Lincoln Barracks for processing, then was turned over to 6th Division District Court for his arraignment.
Warrant, B&E charge On Feb. 17, troopers arrested Quinton Taylor, 32, of 440 Rose Garden St., Warwick, Rhode Island for a Superior Court Full Bench Warrant for 32F – Technical Violation, on the original charge of Domestic Breaking and Entering originating out of the Providence Police Department.
The arrest was the result of a Pedestrian Stop on Charles Street in the City of Providence. Taylor was transported to the State Police – Lincoln Woods Barracks, where he was processed, and later transported to the Adult Correctional Institute – Men’s Intake Center.
Fugitive, larceny, obstruction charges On Sunday, Feb. 18, at 1:26 a.m., troopers arrested Adrianna P. Consuegra, 18, of 654 Plainfield St., Apartment 2, Providence, Rhode Island, for 1.) Fugitive from Justice from the Commonwealth of Massachusetts/Taunton Police Department for the charges of Organized Retail Crime and Larceny; 2.) Affidavit and arrest warrant for Obstructing a Police Officer originating out of the Warwick Police Department; and 3.) Family Court bench warrant for the charge of Shoplifting.
The arrest was the result of a motor vehicle stop on Charles Street, in the City of Providence. Consuegra was processed at the Lincoln Woods Barracks, and later turned over to the Warwick Police Department.
Missed court, Rte. 95 pedestrian On Sunday, Feb. 18, 2024, at 8:17 p.m., troopers arrested Vanessa Potter, 33, of 5 Pacific St., Central Falls, Rhode Island, for 1.) Kent County Superior Court bench warrant for failure to appear for a Technical Violation hearing on the charge of Possession of a Controlled Substance Schedule I-V originating out of the Warwick Police Department, and 2.) Providence Superior Court bench warrant for a Technical Violation on the charge of Possession of a Stolen Vehicle originating out of the Providence Police Department.
The arrest was the result of Troopers responding to a road walker on Rte. 95, in the City of Providence. Potter was processed at the Lincoln Woods Barracks, and then transported to the Adult Correctional Institution Women’s Intake Center.
Warrant, child abuse charge On Feb. 14, 2024, members of the Rhode Island Violent Fugitive Task Force arrested Khalil Jordan, 26, of 30 Long St., East Greenwich, Rhode Island, on an Affidavit and Arrest Warrant out of Warwick Police Department for two counts of 1st Degree Child Abuse. Jordan was taken into custody without incident and turned directly over to the Warwick Police Department for arraignment.
Prohibited firearms, illegal carry of pistol, no-contact order violation At 9:31 AM Feb. 21, Troopers arrested Joseph Belanger, 58, of 1143 Main Avenue, Warwick, Rhode Island for 1.) Possession of Firearms by Certain Persons Prohibited, 2.) License or Permit Required for Carrying a Pistol, 3.) Domestic Prevention – Violation of a No Contact Order – 3rd / Subsequent Offense, 4.) Driving with a Suspended/Revoked License – 4th and Subsequent Offense. The arrest was the result of a motor vehicle stop on Washington Street in the Town of Coventry. The subject was transported to the Hope Valley Barracks, processed, and later transported to Third Division District Court for arraignment.
Rte. 95 stop, DUI charge At 12:29 a.m. Feb. 22, troopers arrested Brandon Fontaine, 22 of 21 Netop Drive, East Greenwich, Rhode Island for 1.) Driving Under the Influence of Intoxicating Liquor and or Drugs BAC Unknown and 2.) Refusal to Submit to Chemical Test.
The arrest was the result of a motor vehicle stop on Rte. 95 in the City of Warwick. Fontaine was transported to the barracks where he was processed and later released into the custody of a responsible adult.
Rte. 95, DUI arrest At 1:38 a.m. Feb. 22, troopers arrested Emmanuel Davila Pagan, 39 of 20 Quaker Lane, West Warwick, Rhode Island for 1.) Driving Under the Influence of Intoxicating Liquor and or Drugs BAC Unknown and 2.) Refusal to Submit to Chemical Test. The arrest was the result of a motor vehicle stop on Rte. 95 in the City of Warwick.
Pagan was transported to the barracks where he was processed and later released into the custody of a responsible adult.
