RI Trooper Log: 9 Warwick Arrests – Cocaine, Fentanyl, Reckless Driving

WARWICK, RI — Warwick arrests in the Warwick RI Trooper Log Jan. 24 – Feb. 3  involved charges including DUI, unregistered sex offenders, cocaine and fentanyl possession, and reckless driving.

Here are the basics on those RI State Police Warwick RI Trooper Log arrests:

Failed to register as sex offender On Jan. 28, members of the Rhode Island Violent Fugitive Task Force arrested Andrew V. Silvestri, 30, of 622 Elmwood Avenue, Providence, Rhode Island, for the following:

1) Affidavit and Arrest Warrant from the Providence Police Department for Failure to Register as a Sex Offender;

2) Providence County Superior Court Warrant for 32(F) Filed/Technical Violation on an original charge of Sexual Offender Registration Violation originating from the Pawtucket Police Department;

3) Providence County Superior Court Warrant for Failure to Appear for Determination of Attorney on an original charge of Sexual Offender – Failure to Notify originating from the Providence Police Department; and

4) Kent County Superior Court Warrant for Failure to Appear for Disposition on an original charge of Sexual Offender – Failure to Notify originating from the Warwick Police Department.

Silvestri was taken into custody without incident and transported to the Providence Police Department, among the first Warwick arrests recorded during this period.

Suspended license At 1:10 p.m. Jan. 29, troopers arrested Erin Leone, 41, of 636 Franklin Street, Vineyard Haven, MA for 1.) Driving With a Suspended License – Special Circumstances. The arrest was the result of a motor vehicle stop on Greenwich Avenue in the City of Warwick.

Leone was processed at the Wickford Barracks and transported to Third District Court for arraignment.

Driver flees stop, charged with DUI At 12:08 a.m. Jan. 30, troopers arrested Shawn Merilan, 21, of 27 Vincent Ave., Apt. 2, Pawtucket, Rhode Island for 1.) Driving Under the Influence of Liquor/Drugs – BAC Unknown – 1st Offense, 2.) Refusal to Submit to a Chemical Test – 1st Offense, 3.) Obstructing an Officer in Execution of Duty and 4.) Reckless Driving. The arrest was the result of a vehicle fleeing from a traffic stop on Rte. 95 in the City of Warwick.

The vehicle and operator were later located by troopers in the parking lot of 1500 Bald Hill Road. Merilan was transported to the Wickford Barracks where he was processed and held overnight as a bail violator, pending morning arraignment.

Lincoln stop, DUI charge On Friday Jan. 31 at 1:47 a.m., troopers arrested Dylan James Dessaint, 23, of 54 Beaver Ave., Warwick, Rhode Island for Driving Under the Influence of Intoxicating Liquor- BAC .15 or Greater – First Offense (Phase I: .182% and Phase II: .182%). The arrest was the result of Troopers responding to a disabled motor vehicle on Route 146 in the Town of Lincoln.

Dessaint was processed at the Lincoln Woods Barracks, arraigned by the Justice of the Peace, and released to the custody of a responsible adult.

Reckless driving At 12:47 a.m. Jan. 31, troopers arrested Francisco Irizarry, 30, of 15 Maple Ave. Apartment 1, Riverside, Rhode Island for Reckless Driving. The arrest was the result of a motor vehicle stop on Route 95 in the City of Warwick.

Irizarry was transported to the Wickford Barracks where he was processed and held overnight as a probation violator, pending morning arraignment.

Distributing obscene material charge On Jan. 30, members of the Rhode Island Violent Fugitive Task Force arrested Justin Lomastro, 24, of 52 Dayton Court, North Kingstown, Rhode Island, on an Affidavit and Arrest Warrant for Obscene Material Distribution out of the Warwick Police Department.

Lomastro was taken into custody without incident and turned over to the Warwick Police Department.

Cocaine possession, intent to distribute charges On Jan. 30, members of the HIDTA Task Force arrested Pedro Botehlo, 51, of 66 Grovedale St., Warwick, Rhode Island, for the following: 1) Possession With the Intent to Deliver 1 oz -1 kilogram of a Schedule II Controlled Substance – Cocaine; 2) Possession With the Intent to Deliver a Schedule II Controlled Substance – Cocaine; and 3) Possession With the Intent to Deliver a Schedule I Controlled Substance – Marijuana.

Botehlo was transported to the Lincoln Barracks for processing, special arraigned by a Justice of the Peace, and then turned over to the ACI Intake Center pending his morning arraignment in Third Division District Court.

Obtaining money under false pretenses At 3:15 p.m. Feb. 3, trooper Warwick arrests included Joan Rothermel, 59, of 64 Craig Rd, Warwick RI, on an Affidavit and Arrest Warrant on the original charge of 1.) Obtaining Money Under False Pretenses / Personation Over $1,500 and 2.) Fraudulent Use of Credit Cards originating out of the State Police – Lincoln Woods Barracks. The arrest was a result of a barracks investigation and a subsequent residence check.

Rothermel was transported to the Lincoln Woods Barracks, processed, arraigned by the Justice of the Peace, and released with a future Third District Court date.

Larceny, fraudulent computer access, forgery On Feb. 3, members of the Financial Crimes Units arrested Chanthavy Khlok, age 42, of 146 Cavalcade Boulevard, Warwick, Rhode Island, for the following: 1) Larceny – Over $10,000; 2) Access to a Computer for Fraudulent Purpose; and 3) Forgery and Counterfeiting in General. Ms. Khlok was processed, arraigned by a Justice of the Peace and released on $25,000 personal recognizance.
