Warwick, RI – Officer Brian Chianese was in the left hand lane at the intersection of Lambert Lind Highway and West Natick Road Feb. 25 at 10:32 p.m. when he saw a white 2007 Monte Carlo run the red light in the opposite lane at 71 mph, without its headlights on.

According to the officer’s report, he made an immediate U-turn and pursued the car, managing to catch up to it and signalling the driver to pull over with his cruiser’s emergency lights. He also radioed a request for a second officer to the scene.

When he approached the driver, later identified as Robert Dulcos, 22, of 162 Cottage St., Warwick, spoke before he could say anything, apologizing for running the red light, and that he realized his headlights weren’t on.

When Chianese advised Dulcos of his speed, the driver said he was also aware of that, because he’d been following his ex-girlfriend, whom he thought was lying to him.

During the conversation, Chianese reported observing Dulcos had bloodshot, watery eyes and slurred speech, according to the report of Officer Aaron Kay, who arrived shortly after along with two other officers.

Kay also reported an odor of alcohol on Dulco’s breath when he spoke to the driver, who repeated his explanation of his actions, saying he was attempting to follow his girlfriend, or “creep on her,” as the driver said.

Kay asked Dulcos to submit to a series of field sobriety tests, which he failed, showing a lack of smooth pursuit in his vision, was very unsteady on his feet and missed heel-to-toe attempts several times during the walk-and-turn, missed count during the one-leg stand, using his arms for balance and appearing unsteady.

Kay arrested Dulcos, transporting him to Warwick Police Headquarters at 99 Veterans Memorial Park Highway, where he refused to submit to a blood alcohol test.

Kay charged Dulcos with driving under the influence of alcohol and also cited him for speeding, operating without headlights, and running the red light. Kay also issued him a citation for a tenth of a gram of marijuana discovered on his person during his arrest.
