Trooper Log: Warwick Arrests For False Documents, Hit & Run, Cocaine

WARWICK, RI — Warwick arrests in the RI Trooper Log July 16 -25  involved charges for a Warwick City Councilor passing false documents, domestic felony assault, hit & run and cocaine and heroin possession, among other offenses.

Here are the basics on those RI State Police Warwick arrests:

Cocaine, heroin possession with intent to deliver On July 16, 2024, members of the HIDTA Task Force and the Warwick Police Department (Special Operations Group) arrested Jonathan Garcia, age 36, of 45 Horace Street, Providence, Rhode Island, for the following: 1) Possession With 4the Intent to Deliver 1 oz -1 kilogram of a Schedule II Controlled Substance – Cocaine; 2) Possession With the Intent to Deliver 1 oz -1 kilogram of a Schedule II Controlled Substance – Heroin; 3) Possession With the Intent to Deliver a Schedule II Controlled Substance – Cocaine; 4) Possession With the Intent to Deliver a Schedule II Controlled Substance – Fentanyl; and 5) Possession With the Intent to Deliver a Schedule I Controlled Substance – Heroin. Mr. Garcia was transported to the Lincoln Barracks, where he was processed. He was later arraigned in Sixth District Court and Held Without Bail.

Councilwoman Donna Travis arrested for false documents On July 16, 2024, members of the Financial Crimes Unit and the Attorney General’s Office arrested Donna Travis, 74, of 733 Oakland Beach Ave., Warwick, Rhode Island, for the following: 1) Giving False Documents to Public Official.

Travis was arraigned in Third Division District Court in Warwick on the misdemeanor charge, for filing a false document in the transfer of property from the Oakland Beach Association to her ownership.

Travis was arraigned on the charge and entered a plea of nolo contendere; by agreement, she was sentenced to one year suspended sentence and one year probation with the condition that she convey a piece of property back to the Oakland Beach Real Estate Owners Association.

No contact order violation At 11:13 a.m. July 23, troopers arrested Orlando Alvarez, 54, of 795 Tower Hill Road Apt. #4A North Kingstown, Rhode Island for Domestic Violence – Violation of a No Contact Order – Third or Subsequent Offense. The arrest was the result of Troopers responding to a subject in custody at Third District Court in the City of Warwick.

Alvarezwas transported to the State Police – Wickford Barracks, where he was processed and later transported to Third District Court for arraignment.

Missed court, hit & run charge At 6:38 p.m. July 23, troopers arrested Adam R. Fredette, 42, of 65 Briarbrook Drive, North Kingstown, Rhode Island for Third District Court Bench Warrant for Failure to Appear for Review on the original charge of Failure to Stop for Accident originating out of the West Warwick Police Department.

This arrest was the result of a motor vehicle stop on Centerville Road in Warwick. Fredette was transported to the Wickford Barracks where he was processed, and then transported to the Adult Correctional Institution Men’s Intake Center.

Hit & Run, Rte. 95 At 3:25 p.m July 24, troopers arrested Michael Lamoureux, 41, of 15 Greene Ave., Cranston, Rhode Island for Leaving the Scene of an Accident with Damage to Attended Vehicle. The arrest was the result of an accident on Route 95 in the City of Warwick and a subsequent Barracks investigation by Troopers Heidel and Patalano. The subject was processed at the Wickford Barracks, arraigned by a Justice of the Peace and provided with a future Third District Court date.

No contact violation, larceny, domestic felony assault, On July 24, 2024, members of the Rhode Island Violent Fugitive Task Force and the Rhode Island State Police Scituate Barracks arrested Trea Hopper, age 31, of 109 Sacred Heart Avenue, Central Falls, Rhode Island, on the following: 1) Affidavit and Arrest Warrant from the Warwick Police Department for Domestic Violation of a No Contact Order and Larceny under $1500; 2) Affidavit and Arrest Warrant from the Providence Police Department for Domestic Simple Assault; 3) Superior Court Full Bench HWOB Warrant for Domestic Felony Assault out of the Providence Police Department; 4) Fugitive From Justice from Berlin Connecticut for the following: A) Threatening in the Second Degree and Breach of Peace in the Second Degree, signed 05/28/24, with a court set bond of $50,000 — listed in NCIC as Extraditable from New England states; B.) Violation of a Protective Order and Harassment in the Second Degree, signed 09/02/22, with a court set bond of $50,000 — listed in NCIC as Extraditable from Rhode Island only; C)Violation of a Protective Order and Harassment in the Second Degree, signed 10/11/22, with a court set bond of $5,000; D) Violation of a Protective Order, Threatening in the Second Degree, and Harassment in the Second Degree, signed 10/12/22, with a court set bond of $10,000; E) Violation of a Protective Order, signed 12/01/22, with a court set bond of $10,000; F) Violation of a Protective Order, Threatening in the Second Degree, Unlawful Dissemination of an Intimate Image and Harassment in the First Degree, signed 12/08/22, with a court set bond of $50,000; G) Failure to Appear in the Second Degree, signed 07/20/22, with a court set bond of $50,000; H) Failure to Appear in the Second Degree, signed 09/23/22, with a court set bond of $5,000; and I) Failure to Appear in the Second Degree, signed 09/23/22, with a court set bond of $2,000. Mr. Hopper was taken into custody without incident and transported to the Warwick Police Department for processing and arraignment.
