WARWICK, RI — Officer Sokphannareth Chea was called to the intersection at 569 Warwick Avenue and Post Road for a report of a car crash between a silver 2016 Chevy Trax LS and a black 2013 Toyota Highlander Jan. 28 at 12:27 p.m., where the Toyota had been driven from the scene.
Chea met with Sgt. Charles Boisseau, who had stopped the Toyota a short distance away, and spoke with the driver, later identified as Lisa Ann Frazier, 43, of 212 Mountain Road, West Hartford, CT, asking her to perform a series of sobriety tests, according to Chea’s report.
During that conversation, Chea reported there was an odor of alcohol coming from Frazier, that her face was flushed and her speech slurred. During the sobriety tests, Frazier demonstrated a lack of smooth pursuit in her vision, was too unsteady on her feet to complete a walk and turn test, and was also too unsteady to safely attempt a one-leg stand test.
Chea arrested Frazier on suspicion of driving under the influence of alcohol, and transported her to Warwick Police Headquarters, 99 Veterans Memorial Drive, where she registered a .281 and .284 blood alcohol content on successive breath alcohol blood level tests.
Chea issued Frazier a summons to Third District Court for March 6 for the DUI charge, and was also charged with failing in her duty to stop following a crash resulting in damage to the other vehicle.
