Cunha Names Hubbard RI Civil Enforcement Coordinator

PROVIDENCE – U.S. Attorney Zachary A. Cunha has appointed Kevin Love Hubbard as Affirmative Civil Enforcement Coordinator, overseeing the District’s civil investigations and litigation when the federal government sues to vindicate public interest.

Civil cases comprise a significant part of the office’s docket, including actions under the federal False Claims Act, environmental enforcement statutes, civil matters involving the Controlled Substances Act and other federal laws, according to the US Attorney’s Office statement on Hubbard’s appointment.

Affirmative civil enforcement cases frequently seek to recover funds that are paid out by the federal government as a result of healthcare, procurement, or related fraud; enforce compliance with federal law; and seek penalties for other types of publicly harmful conduct along with injunctive relief designed to stop conduct that violates various federal statutes. 

Hubbard, an Assistant U.S. Attorney in the Office’s Civil Division, joined the United States Attorney’s Office in 2021, from the partnership of Medina Orthwein; earlier in his career he served as a law clerk to the Honorable Neil Wake of the United States District Court for the District of Arizona.  He is a graduate of the Pennsylvania State University and Yale Law School.
