WSA Gets $11M Infrastructure Bank Loan For Sewer Upgrades

PROVIDENCE,  RI – RI Infrastructure Bank, the state’s central hub for financing infrastructure improvements for municipalities, businesses, and homeowners, has closed on a $11,069,500 Clean Water State Revolving Fund (CWSRF) loan to the WSA (Warwick Sewer Authority) for sewer system upgrades.

Rhode Island Infrastructure Bank is Rhode Island’s central hub for financing infrastructure improvements for municipalities, businesses, and homeowners. We leverage capital in a revolving fund to offer innovative financing for an array of infrastructure-based projects including water and wastewater, road and bridge, energy efficiency and renewable energy, and brownfield remediation.

Loan terms include 20% principal forgiveness ( a $2.2 million grant) to the WSA for three wastewater treatment system improvement projects: Oakland Beach force main rehabilitation; air ejector station replacement; and rehabilitation of gravity thickeners and odor control systems.

“In this day and age, we often take for granted the importance of sanitary sewers and typically don’t think about the billions of dollars in critical infrastructure to treat wastewater to protect public health and our environment” said Rhode Island Infrastructure Bank Executive Director William Fazioli. “Wastewater infrastructure needs continual maintenance and investment, and that’s exactly what this $11 million Clean Water State Revolving Fund loan will allow the Warwick Sewer Authority to do.”

“These upgrades are critical to Warwick’s wastewater mains and treatment system, and we want to thank the Rhode Island Infrastructure Bank for helping us obtain low-cost financing for these needed projects,” said BettyAnne Rogers, Executive Director of the Warwick Sewer Authority.

Financed Warwick Sewer Authority Project Details:

  1. Oakland Beach Force Main Rehabilitation Project: The Oakland Beach Force Main Rehabilitation Project involves the structural relining of approximately 8,370 linear feet of existing 12-inch diameter asbestos cement sewer force main installed during the late 1970’s. The force main services both residential and commercial wastewater flows totaling nearly 200,000 gallons per day.
  2. Air Ejector Station Replacement – Stanmore, Northampton, Lakeshore South: The WSA’s Air Ejector Stations are essential components of Warwick’s collection system infrastructure necessary for the uninterrupted containment and conveyance of wastewater to the WWTF.
  3. Rehabilitation of Gravity Thickeners and Odor Control Systems Replacement: This project will address the WSA’s requirement to consistently meet RIPDES effluent limits when discharging to the Pawtuxet River. The WSA requires efficient solids removal in order to operate our WWTF effectively.  Odor control is also required as part of our RIPDES permit requirements.
